Kiwi (usually capitalised) has been applied to and adopted by New Zealanders as a nickname for themselves and as an adjective for their culture. It originates from kiwi (usually uncapitalised), the Maori word for several species of flightless birds endemic to New Zealand. The plural form for New Zealanders is always Kiwis. The plural forms for the birds are the anglicised kiwis or, following the Maori language, kiwi without an s. New Zealand was featured as the setting for "Middle Earth" in the renowned early 21st century trilogy of films based on Tolkien's Lord of the Rings books. It has brought an additional interest in tourism to the nation. Since 1876, local government has administered the various regions of New Zealand. Due to its colonial heritage, New Zealand local government was modelled fairly closely on British local government structures, with elected city, borough, and county councils. Over the years some of these councils merged or had boundary adjustments by mutual agreement, and a few new ones were created. In 1989, the government completely reorganised local government, implementing the current two-tier structure of regional councils and territorial authorities. New Zealand comprises two main islands and a number of smaller islands. The South Island is the largest land mass, and is divided along its length by the Southern Alps, the highest peak of which is Mount Cook, at 3754 metres. There are 18 peaks of more than 3000 metres in the South Island. The North Island is less mountainous than the South, but is marked by volcanism. The tallest North Island mountain, Mount Ruapehu (2797 metres), is an active cone volcano. The total land area of New Zealand, 268,680 km˛, is somewhat less than that of Japan or of the British Isles, and slightly larger than Colorado in the USA. The country extends more than 1600 km along its main, north-northeast axis. After the Second World War, significant immigration from the Pacific Islands began, so much so that there are now more nationals from some Pacific island nations living in New Zealand than on their home islands. The wide variety of Pacific Island cultures has combined in New Zealand, mostly in South Auckland, to form a distinctive subculture that is separate from the Maori culture. New Zealand has a strong party system in place. The first political party was founded in 1891, and its main rival was founded in 1909 — from that point until a change of electoral system in 1996, New Zealand had a two-party system in place. Today, New Zealand has a genuinely multi-party system, with eight parties currently represented in Parliament. Neither of the two largest parties has been able to govern without support from other groups since 1996, meaning that coalition government is common. New Zealand is the most geographically isolated of all countries. Its closest neighbour Australia is 2,000 km to the northwest of the main islands across the Tasman Sea. The only landmass to the south is Antarctica, and to the north are New Caledonia, Fiji, and Tonga. During the late 1980s, the New Zealand Government sold a number of major trading enterprises, including its telecommunications company, railway network, a number of radio stations and two financial institutions in a series of asset sales. Although the New Zealand Government continues to own a number of significant businesses, collectively known as State-Owned Enterprises (SOEs), they are operated through arms-length shareholding arrangements as stand alone businesses that are required to operate profitably, just like any privately owned enterprise. Various items of protective legislation establish business objectives yet prevent shareholding governments from having influence over day to day operations of the business. New Zealand is a country of two major islands and a number of smaller islands in the southwestern Pacific Ocean. A popular Maori name for New Zealand is Aotearoa, often translated as The Land of the Long White Cloud. New Zealand is a parliamentary democracy and a Commonwealth Realm. New Zealand is responsible for the self-governing states of the Cook Islands and Niue and administers Tokelau and the Ross Dependency. Because many New Zealanders have to go elsewhere in the world to achieve fame and fortune, New Zealand society is keen to attribute famous people as being New Zealanders, however short their residency in New Zealand might have been. While being born in New Zealand is an absolute qualification for being identified as a New Zealander, attendance at a New Zealand school, or being a permanent resident in New Zealand when fame is initially achieved also qualifies, irrespective of national origin. This sometimes leads to famous people being identified as coming from both New Zealand and another country - often Australia, such as the pop group Crowded House, the actor Russell Crowe, and the Pavlova dessert, all of which are claimed by Aussies and Kiwis as 'theirs'. However, New Zealanders are generally proud to have disowned controversial figures such as Sir Joh Bjelke-Petersen. New Zealand became a British colony in 1840 following the signing of the Treaty of Waitangi between the Crown and Maori chiefs. The Crown was represented by William Hobson, who was Lieutenant-Governor of New Zealand. At that time New Zealand was a dependent colony of New South Wales. In October 1990, the National Party again formed the government, for the first of three, three-year terms. In 1996 New Zealand elected its first MMP Parliament. The system was designed to increase representation of smaller parties in Parliament and appears to have done so. Since 1996, neither the National nor the Labour Party has had an absolute majority in Parliament, and for all but one of those years, the government has been a minority one. The current Labour government followed its November 1999 election success by outpolling National 41 per cent to 21 per cent in the July 2002 general election. Labour formed a coalition, minority government with Jim Anderton's Progressive Coalition, a left-wing party (subsequently named "Progressive Party") which holds two seats in Parliament.
