The total land area of New Zealand, 268,680 km², is somewhat less than that of Japan or of the British Isles, and slightly larger than Colorado in the USA. The country extends more than 1600 km along its main, north-northeast axis. In 2004 it began discussing free trade with China, one of the first countries to do so. New Zealand is a unitary state rather than a federation — regions are created by the authority of the central government, rather than the central government being created by the authority of the regions. Local government in New Zealand has only the powers conferred upon it by Parliament. These powers have traditionally been distinctly fewer than in some other countries. For example, police and education are run by central government, while the provision of low-cost housing is optional for local councils. Many of them used to control ports and gas and electricity supply, but nearly all of that was privatised in the late 20th century. Confronted like Australia with the strategic implications of Britain's 20th-century eclipse as a world power of the first rank, New Zealand joined with Australia and the United States in the ANZUS pact in 1951, but the US suspended its defence commitments to the country in 1986 after the then Labour government banned nuclear-powered or armed ships from New Zealand ports. From the 1790s the waters around New Zealand were visited by British, French, and American whaling ships, whose crews sometimes came into conflict with Maori inhabitants. The arrival of traders and missionaries in the 1800s and 1810s added to local disputes. The first full-blooded European infant in the territory, Thomas King, was born in 1815 in the Bay of Islands. The initiation of a programme of large-scale settlement and land purchases in 1839 by the New Zealand Company, coupled with increasing French interest in the islands, finally prompted the British government to take control of the situation. Christianity is the predominant religion in New Zealand, although over a quarter of the population has no religious affiliation. The main Christian denominations are Anglicanism, Presbyterianism, Roman Catholicism and Methodism. There are also significant numbers who identify themselves with Pentecostal and Baptist churches and with the Mormon church. The New Zealand-based Ratana church has many adherents among Maori. According to census figures, other significant minority religions include Hinduism, Buddhism and Islam. New Zealand is a country of two major islands and a number of smaller islands in the southwestern Pacific Ocean. A popular Maori name for New Zealand is Aotearoa, often translated as The Land of the Long White Cloud. New Zealand is a parliamentary democracy and a Commonwealth Realm. New Zealand is responsible for the self-governing states of the Cook Islands and Niue and administers Tokelau and the Ross Dependency. Political separation of the two islands was an issue in the 1860s. The more populous North Island was riven by war and political turmoil while the South Island was prospering, especially after gold was discovered (1861) at Gabriel's_Gully in Central Otago. The South Island grew very tired of financially supporting the North Island while receiving very little in return. The feeling was particularly bitter between Auckland and Otago where Dunedin journalist, Julius Vogel began a strong campaign to make the South Island completely independent. The matter was put to a vote in Parliament on September 19, 1865. Seventeen members voted for separation and 31 for unity, so New Zealand remained united. Vogel later became Prime Minister of a united New Zealand. Self-government was granted to the settler population in 1852, under the UK Parliament's New Zealand Constitution Act 1852, with a General Assembly consisting of an appointed Legislative Council and an elected House of Representatives. In 1867, Maori won the right to a certain number of reserved seats in parliament. During this period, the livestock industry began to expand, and the foundations of New Zealand's modern economy took shape. By the end of the 19th century, improved transportation facilities made possible a great overseas trade in wool, meat, and dairy products. Because of its long isolation from the rest of the world, New Zealand has extraordinary flora and fauna. Until the arrival of the first humans just a millennium or two ago, 80% of the land was forested and, barring two species of bat, there were no non-marine mammals at all. Instead, New Zealand's forests were inhabited by a diverse range of birds (many of them flightless), reptiles, and insects—some of them almost the size of a mouse (see weta). British culture in New Zealand has been significantly influenced by Maori and other Polynesians. Scottish influences are strong, mainly in the South Island. In general, early immigrants from other parts of Europe and Asia, and World War II refugees (particularly the Dutch) were readily assimilated. Because many New Zealanders have to go elsewhere in the world to achieve fame and fortune, New Zealand society is keen to attribute famous people as being New Zealanders, however short their residency in New Zealand might have been. While being born in New Zealand is an absolute qualification for being identified as a New Zealander, attendance at a New Zealand school, or being a permanent resident in New Zealand when fame is initially achieved also qualifies, irrespective of national origin. This sometimes leads to famous people being identified as coming from both New Zealand and another country - often Australia, such as the pop group Crowded House, the actor Russell Crowe, and the Pavlova dessert, all of which are claimed by Aussies and Kiwis as 'theirs'. However, New Zealanders are generally proud to have disowned controversial figures such as Sir Joh Bjelke-Petersen.
