New Zealand has a unicameral Parliament, the 120-seat House of Representatives. Since 1996, New Zealand has used the mixed member proportional (MMP) system, under which each MP is either elected by voters in a single-member (First Past the Post electoral system) constituency or appointed from party lists. Several seats are currently reserved for members elected on a separate Maori roll. However, Maori may choose to vote in and to run for the non-reserved seats, and several have entered Parliament in this way. Parliaments have a maximum term of three years, although an elections can be called earlier.

Since 1876, local government has administered the various regions of New Zealand. Due to its colonial heritage, New Zealand local government was modelled fairly closely on British local government structures, with elected city, borough, and county councils. Over the years some of these councils merged or had boundary adjustments by mutual agreement, and a few new ones were created. In 1989, the government completely reorganised local government, implementing the current two-tier structure of regional councils and territorial authorities.

The conservative National Party and the left-leaning Labour Party have dominated New Zealand political life since a Labour government came to power in 1935. During 14 years in office (1935 - 1949), the Labour Party implemented a broad array of social and economic legislation, including comprehensive social security, a large scale public works programme, a 40-hour working week, a minimum basic wage, and compulsory unionism. The National Party won control of the government in 1949 and adopted many welfare measures instituted by the Labour Party. Except for two brief periods of Labour governments in 1957 - 1960 and 1972 - 1975, National held power until 1984.

For a variety of reasons many Maori and Pacific people have been socially disadvantaged, forming an underclass in some areas. Cultural considerations for both Maori and Pacific people now have a significant influence on educational, medical and social organisations, particularly in areas with high concentrations of these population groups.

Kiwi (usually capitalised) has been applied to and adopted by New Zealanders as a nickname for themselves and as an adjective for their culture. It originates from kiwi (usually uncapitalised), the Maori word for several species of flightless birds endemic to New Zealand. The plural form for New Zealanders is always Kiwis. The plural forms for the birds are the anglicised kiwis or, following the Maori language, kiwi without an s.

New Zealand's most popular sports are rugby (primarily rugby union but also rugby league), soccer (the most popular sport amongst children), cricket, and netball (the sport with the most players); golf, tennis, rowing and a variety of water sports, particularly sailing. Snow sports such as skiing and snowboarding are also popular. Since 1984 successive governments have engaged in major economic restructuring, transforming New Zealand from a highly protectionist and regulated economy to a liberalised, free-trade economy. Despite periods of dynamic growth in the mid 1980s and early '90s, average yearly economic growth has been poorer than expected and is highly reliant on massive levels of immigration to boost GDP. However, since 1999 New Zealand has enjoyed a period of relatively strong and sustained growth.

The Cabinet, which is responsible to Parliament, exercises executive authority. (The Cabinet forms the practical expression of a formal body known as the Executive Council.) The Prime Minister, as the leader of the political party or coalition of parties holding the majority of seats in the House of Representatives, leads the Cabinet. This position is seen by others as a cynical appeal to xenophobic sentiment in order to gain votes near election time, and these views are not widely supported by the general population.

New Zealand has a strong party system in place. The first political party was founded in 1891, and its main rival was founded in 1909 — from that point until a change of electoral system in 1996, New Zealand had a two-party system in place. Today, New Zealand has a genuinely multi-party system, with eight parties currently represented in Parliament. Neither of the two largest parties has been able to govern without support from other groups since 1996, meaning that coalition government is common.

The judiciary consists of the Supreme Court of New Zealand, the Court of Appeal of New Zealand, the High Court, the District Courts, and other courts and tribunals. Some Judges may sit on more than one.

The original settlers were moa hunters, a favourite food source being the large flightless birds which were not unlike ostriches and rheas. Moa were quickly pushed to extinction, since they were not adapted to human or mammalian predation. Before the coming of humans, the moa were the prey of the harpagornis or Haast's eagle, the largest bird of prey ever recorded. Harpagornis became extinct along with its prey. The moa-hunters may have merged with later waves of Polynesians who, according to Maori tradition, arrived between 952 and 1150. Some of the Maoris called their new homeland "Aotearoa," usually translated as "land of the long white cloud."

British culture in New Zealand has been significantly influenced by Maori and other Polynesians. Scottish influences are strong, mainly in the South Island. In general, early immigrants from other parts of Europe and Asia, and World War II refugees (particularly the Dutch) were readily assimilated.

New Zealand became a British colony in 1840 following the signing of the Treaty of Waitangi between the Crown and Maori chiefs. The Crown was represented by William Hobson, who was Lieutenant-Governor of New Zealand. At that time New Zealand was a dependent colony of New South Wales.
