The remoteness of many parts of New Zealand and the distance of the country from much of the developed world meant that things that were easily obtainable in other parts of the world were often not readily available locally. New Zealand has only recently experienced economic development outside farming, so traditionally, Kiwis are jacks-of-all-trades to some extent, willing to roll up their sleeves and have a go. Most highly industrialised countries produce experts trained in narrow fields of specialisation, but New Zealand professionals are often generalists as well. This reputation often makes New Zealanders uniquely valued employees in overseas organisations. Because many New Zealanders have to go elsewhere in the world to achieve fame and fortune, New Zealand society is keen to attribute famous people as being New Zealanders, however short their residency in New Zealand might have been. While being born in New Zealand is an absolute qualification for being identified as a New Zealander, attendance at a New Zealand school, or being a permanent resident in New Zealand when fame is initially achieved also qualifies, irrespective of national origin. This sometimes leads to famous people being identified as coming from both New Zealand and another country - often Australia, such as the pop group Crowded House, the actor Russell Crowe, and the Pavlova dessert, all of which are claimed by Aussies and Kiwis as 'theirs'. However, New Zealanders are generally proud to have disowned controversial figures such as Sir Joh Bjelke-Petersen. The first Europeans known to reach New Zealand were the crew of Dutch explorer Abel Tasman's ships Heemskerck and Zeehaen, which anchored at the northern end of the South Island in December 1642 but sailed northward to Tonga following a clash with local Maori. Tasman sketched sections of the two main islands' west coasts. Tasman called them "Nova Zeelanda." The name Nieuw Zeeland appeared on charts of the area shortly afterward, having earlier been applied to an island near New Guinea. Lieutenant James Cook of His Majesty's Barque Endeavour made a fuller reconnaissance, surveying the shores of both islands in 1769 - 1770. Cook returned to New Zealand in both his subsequent Pacific voyages. New Zealand has a unicameral Parliament, the 120-seat House of Representatives. Since 1996, New Zealand has used the mixed member proportional (MMP) system, under which each MP is either elected by voters in a single-member (First Past the Post electoral system) constituency or appointed from party lists. Several seats are currently reserved for members elected on a separate Maori roll. However, Maori may choose to vote in and to run for the non-reserved seats, and several have entered Parliament in this way. Parliaments have a maximum term of three years, although an elections can be called earlier. New Zealand does possess the usual cultural activities such as theatre, dance, fine arts, classical and popular music and creative writing. However, due to the small population base and a lack of arts funding sources, many artists have struggled to sustain themselves economically, even though they may achieve popular success. For this reason many of New Zealand's best artists go overseas, especially to Australia, but also to Europe or America, so they can further their careers. After the Second World War, significant immigration from the Pacific Islands began, so much so that there are now more nationals from some Pacific island nations living in New Zealand than on their home islands. The wide variety of Pacific Island cultures has combined in New Zealand, mostly in South Auckland, to form a distinctive subculture that is separate from the Maori culture. Immigration policy in New Zealand has often been controversial, with some politicians claiming that the pace of immigration has been too rapid for New Zealand to absorb, and that recent immigrants are having trouble adapting to the New Zealand society. This position is seen by others as a cynical appeal to xenophobic sentiment in order to gain votes near election time, and these views are not widely supported by the general population. Britain was motivated by the desire to forestall other European powers (France established a very small settlement on Banks Peninsula in the South Island at Akaroa also in 1840) and to end the lawlessness of European (predominantly British) whalers and traders. Maori chiefs were motivated by the promises of protection of their existing possessions (which was only partially carried out) and by the promise of protection against other Maori using muskets obtained from European whalers and traders (the Musket Wars of 1820-1835). Today New Zealand has 12 regional councils for the administration of environmental and transport matters and 74 territorial authorities that administer roading, sewerage, building consents, and other local matters. The territorial authorities are 16 city councils, 57 district councils, and the Chatham Islands Council. Four of the territorial councils (one city and three districts) and the Chatham Islands Council also perform the functions of a regional council and thus are known as unitary authorities. Territorial authority districts are not subdivisions, as such, of regional council districts and a few of them straddle regional council boundaries. New Zealand's scenery has appeared in a number of television programmes and films. In particular, Hercules and Xena were filmed around Auckland, Heavenly Creatures in Christchurch. The Tribe is set and filmed here too. Peter Jackson shot the epic The Lord of the Rings trilogy in various locations around the country, taking advantage of the spectacular and relatively unspoiled landscapes, and Mount Taranaki was used as a stand-in for Mount Fuji in The Last Samurai. Other movies currently filming in New Zealand include King Kong and The Lion, the Witch and the Wardrobe. New Zealand has a population of slightly over 4 million. About 80% of the population is of European descent. Maori people are the second largest ethnic group (14.7%). Between the 1996 and 2001 censuses, the number of people of Asian origin (6.6%) overtook that of Pacific Islanders (6.5%) (note that the census allowed multiple ethnic affiliations).
